Dense Federal Register text does not help you decide whether Saturday’s dual-sport loop is legal. This explainer translates the August 24, 2026 USFS Travel Management notice of intent into rider-facing questions, using regional coverage from Wyoming Public Media (August 25) and Missoula Current alongside the primary FR notice.
What is changing in intent? The Forest Service signaled a national presumption that existing roads, trails, and access points are open to appropriate public use unless closed for documented reasons — the opposite framing of the closed-unless-open culture many MVUM users know.
What is not changing overnight? Existing designations and Motor Vehicle Use Maps remain in effect until a forest revises them. Your GPS app is not a travel-management document.
Stakeholder frames in regional coverage include support from motorized-access groups (including Blue Ribbon Coalition mentions in some reports) and concern from wilderness-oriented groups about expanded motorized and e-bike pressure.
